The Project Execution Plan (PEP) is a term used to describe the collection of definitive management strategies required for proper planning, execution, control and closing of a project effort. The PEP is developed during the Front End Loading phases of the project.

 

The subsidiary elements (management plans) of the PEP must be complete, integrated and supportive of one another in order to form sufficient operational boundaries for the project. The PEP is a demonstrated best management practice in the PM industry and must be shaped for each project to be relevant and serve as a living strategy throughout the project’s life cycle.

 

To effectively develop comprehensive PEP strategies and the associated management plans, it is essential to facilitate a PEP development session(s), where the key project participants are gathered to discuss the objectives and scope of the project effort. During the session(s), input and alignment, and the proper context will be developed and key decisions and execution criteria will be will be established to frame-out the execution of the project.

 

The dynamics of the PEP session(s) will involve addressing each of the key aspects and elements of the project in an open forum environment in progressive order, with the ability to return to any topic as the discussion dictates.

An effective and successful PEP session(s) will produce numerous benefits for the project  including, yet not limited to: 

  • Elevated level of scope and risk cognizance

  • Alignment and understanding of the project basis and critical drivers

  • A clear path forward and the proper management strategies/plans required to support the project effort

  • Clear understanding of contracting and procurement strategies

  • Established framework for decision making and communication throughout the project’s complete life cycle

  • Clearly defined Roles and Responsibilities for all project participants

  • Development of the projects operational and behavioral norms

 

Project Scope objectives, elements, constraints, design basis, risks and constraints, resource requirements and profiles, etc. In Phase 2, this information may be of a conceptual nature and assists in forming a preliminary PEP which outlines the strategy and approach to the project. This will also raise many questions that will need to be answered in Phase 3. These answers will form fill out the preliminary PEP into a definitive and integrative mechanism.
